Loryn Clark

Executive Director for Housing and Community

Loryn, a native of NJ, began her service to the Town in 1992 as an intern with the Planning Department while she was a student at UNC’s Department of City and Regional Planning. Loryn quickly developed a strong interest in community development and affordable housing work and fortunately began working for the Town full time in 1994. Her work has focused on affordable housing policy and initiatives, community planning, and community development programs.  Loryn has held several positions with the Town including Community Development Planner, Housing and Neighborhood Services Manager, Interim Assistant Planning Director and now the Executive Director for Housing and Community. Loryn received a Bachelor of City and Regional Planning from the University of Virginia and a Master of City and Regional Planning from UNC-Chapel Hill. Loryn and her husband Jeff are the proud parents of three football-loving boys, and is a big fan of collaboration and experimenting with pilot programs.

Sarah Viñas

Housing and Community Assistant Director


Since joining the Town in 2011, Sarah has served in a variety of roles in the Manager's Office, Public Works, and Housing and Community.  Before joining the Town, Sarah worked in the nonprofit sector for nearly a decade doing community development and anti-poverty work. She served as a Congressional Hunger Fellow in Chicago and Washington, D.C., and subsequently Executive Director of two nonprofit organizations in Immokalee, FL, and Asheville, NC. Sarah holds a BA in Sociology and Religion with a Minor in Community Building and Social Change from Emory University and an MPA from UNC-Chapel Hill. She enjoys running races, speaking Spanish, and traveling with her husband and two young children.  Sarah has a passion for social justice, community engagement, and affordable housing.

Nate Broman-Fulks

Affordable Housing Manager

Nate began serving the Town of Chapel Hill as Affordable Housing Manager in October of 2017.  After receiving his Master of Public Administration, Master of International Studies, and Certificate of Public Policy from North Carolina State University, Nate began his local government career as Assistant to the Town Manager in Carrboro, NC where he managed strategic initiatives, including the Town’s affordable housing efforts.  Nate’s affordable housing experience includes managing implementation of affordable housing strategic plans, creating and monitoring performance measurement systems and communication tools, and building community collaboration.  Before beginning his career in local government, Nate dabbled in state, federal, and international government, as well as the nonprofit sector.  He and his wife Kristi are the parents of two daughters and enjoy traveling.

Renée Moye

Community Development Program Manager

Since joining the Town of Chapel Hill in mid-2005, Renée has served in a variety of capacities with Planning and Housing & Community. In her current role, Renée manages the administration and implementation of the federal Community Development Block Grant program and provides oversight and support for affordable housing and community service programs funded with local resources. She works in collaboration with inter-departmental Town staff, community non-profits, and neighboring municipalities to strengthen the ways in which community needs are met. Renée holds a degree in Sustainable Technologies, and when not working, she enjoys spending time with her family and friends.

Emily Holt

Affordable Housing Development Officer

Emily joined the Town of Chapel Hill in September 2018 as the Affordable Housing Development Officer.  Before beginning her work with the Town, Emily gained over 10 years of experience as a housing and community development consultant working with a diverse client base, including the Housing Authority of Baltimore City, the City of Alexandria, VA, HUD, and local community foundations, among others. Most recently she helped guide local governments and public housing authorities in the development of comprehensive neighborhood revitalization plans centered on the redevelopment of public housing communities in distressed neighborhoods. Other past experience includes evaluating federal homelessness programs and local workforce development programs.  Emily holds a Master’s Degree in Public Policy from Georgetown University as well as an undergraduate major in Public Policy from Duke University.  She moved to Chapel Hill in 2017 and has enjoyed exploring the area with her husband and two young children.

Faith Thompson

Public Housing Director

Born in Camden, N.J., and raised in Oakland, Calif. Faith joined the Town in 2013 to assist in Community Outreach for the 2020 Plan. She earned a  Bachelor’s degree from Mills College in Oakland, J.D. from the University of San Francisco; and MPA from UNC-Chapel Hill. Faith’s passion is helping people define their purpose, align their vision with their core values, and create tangible goals. She is a certified mediator, experienced facilitator, and has trained in the areas of emergency dispatch, multiculturalism, visioning and goal setting.  Prior to becoming the Public Housing Director in May 2016, she served in the Town’s Ombuds Office. When not working, she enjoys traveling with her life partner, Wayne.

Lisa Edwards

Public Housing Operations Manager

Native of Chapel Hill. Graduated from Wesleyan University with a bachelor’s degree in Business Administration. MBA and an additional Master’s in Leadership, both from Pfeiffer University. Always worked in public service beginning as a school bus driver for the Chapel Hill Carrboro City Schools. Joined the Town in 1996 as an Administrative Assistant in the Police Department. Worked as an HR Generalist with our Human Resource Development Department and a Management Analyst with the Fire Department. Enjoys analyzing and solving problems while encouraging others to lead from where they are.

jackie thompson

Transitional Housing Program Coordinator/Human Services Coordinator


Jackie began her career with the Town of Chapel Hill in the Public Housing division where she served as Secretary, Housing Officer I and Housing Officer II. In her current role, Jackie coordinates the Transitional Housing Program, as well as the Town's Human Services Program.  Jackie began her career in local government with the City of Jacksonville, NC. Jackie is a graduate of King’s College in Charlotte, NC. She enjoys reading, going to the beach and spending time with her husband and their three daughters and one grandson.

Carla Burnette

Housing and Community Administrative Coordinator


Carla grew up in Carrboro, North Carolina but now resides in Mebane, North Carolina. She started her career in 1993 as an Administrative Assistant for the Town of Chapel Hill Public Housing Maintenance Division. She currently serves as the Administrative Coordinator for Housing and Community.  Carla enjoys watching movies, cooking, and going for long walks. She is a parent of three wonderful children, two sons, and one daughter.
